IDIQ

IDIQ is a U.S. federal government contracting acronym meaning indefinite delivery/indefinite quantity. This is a type of contract that provides for an indefinite quantity of supplies or services during a fixed period of time. The legal origin of IDIQ contracts is the Federal Acquisition Regulation, section 16.501. IDIQ contracts are most often used for service contracts and Architect-Engineering services. Awards are usually for base years as well as option years. The government places delivery orders or task orders against a basic contract for individual requirements. Minimum and maximum quantity limits are specified in the basic contract as either number of units or as dollar values. The government uses an IDIQ contract when it cannot predetermine, above a specified minimum, the precise quantities of supplies or services that it will require during the contract period. An IDIQ contract allows for a certain amount of contract process streamlining, as negotiations can be made only with the selected company, and such contracts are exempt from protest, per Federal Acquisition Regulations Subpart 33.

The scope of work for the projects executed by Task Orders under the Contract include various construction improvements requiring the contractor to furnish all the necessary supervision, labor, parts, tools, materials, equipment, etc., (except as may otherwise be provided for in the specifications). The work will be performed when authorized by properly executed Task Orders (GSA300)’s which will be issued from time to time for various quantities and types of work provided for in this contract. Northern Rockies Major Acquisition Buying Office, Commercial Item Solicitation for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Housing Units at Yellowstone National Park

April 2020 – April 2025

General Description of Requirement: Contractor(s) to supply, deliver, install, and hook-up one and two bedroom fully homes (to include specified appliances) to thirteen employee housing locations throughout Yellowstone National Park (reference locations on map provided under solicitation Attachment 3). Work shall also include both the installation of foundations to support each housing unit along with hooking into existing utilities located within ten feet of the foundations.

Ellsworth Air Force Base MACC 4.0

6/30/2016 - 6/29/2021

Pro-Mark Services has been awarded 35 task orders under this IDIQ for a value of approximately $13.6M. 

The work covered by this Multiple Award Construction Contract (MACC) consists of the Contractor furnishing all layout, survey, plant, labor, supervision, quality control, materials, equipment, machines, tools, appliances, services, supplies, and incidentals required for performing all operations in connection with each task order awarded under the MACC. All work will be conducted at Ellsworth AFB. Each individual task order will need to be completed in accordance with the plans, specifications, and drawings assigned to each task order.

Offutt AFB MACC

7/31/2016 - 7/31/2021

Pro-Mark Services has been awarded 46 task order under this IDIQ for a value of approximately $36.8M.

The MACC will be utilized to procure design and construction efforts at Offutt AFB, NE. The contractor shall provide all management, labor, material, equipment, (unless furnished by the Government), transportation, supervision and designs to accomplish multiple concurrent projects for a broad range of maintenance, repair and minor construction work on real property at Offutt AFB, NE. The base encompasses over 55 tenant and host organizations on four areas of land totaling 3,098 acres, and 236 facilities containing 6.4 million SF, with missions varying tremendously in complexity and nature. The size and diversity of OAFB necessitates expeditious response and efficient management of the heavy volume of TOs placed against the MACC. Facilities include, but are not limited to, intelligence, hospital, secure areas, airfields, flight line, infrastructure, administrative, residential, pavements, industrial, etc. Prompt response and execution of all TOs is required.

North Dakota Air National Guard Fargo, ND-MATOC

The 119th Wing is a composite unit of the North Dakota Air National Guard, stationed at Fargo Air National Guard Base, North Dakota. North Dakota Air National Guard units are considered to be Air Reserve Components (ARC) of the United State Air Force (USAF). Pro-Mark Services Inc has been award over 50 task orders to date. With these task orders Pro-Mark Services Inc has been able to do a wide variety of work including the resurfacing of an office area floor, install cross zoned heat detectors, reprogram/reconfigure releasing panels, the installation of a base perimeter manual gate, the installation of new gas piping following the removal of the existing piping, and more. Receiving a MATOC contract ensures a steady stream of jobs for anywhere between three to five years. 

Minot AFB Saber IDIQ

2/25/2019 - 2/24/2024

Pro-Mark Services has completed 16 task orders under this sole source IDIQ for approximately $2.6M. Prior to this contract we had the previous SABER and performed 46 task orders for a value of $8.2M.

The Simplified Acquisition of Base Engineer Requirement (SABER) contract is an indefinite delivery, indefinite quantity contract required to accomplish a broad range of construction, sustainment, restoration and modernization projects on real property at Minot Air Force Base (MAFB), North Dakota (ND) that are of a suitable size and complexity to allow for quick design execution and construction. Work may include maintenance, repair, alteration, renovation, and new construction. Minot Air Force Base is home to two major Air Force units, the 5th Bomb Wing and the 91st Missile Wing. The MAFB SABER contract’s primary goal is to expedite contract award by reducing 5th Civil Engineering Squadron’s (5 CES) design work and acquisition lead time. Prompt response and execution of all task orders is required. The Contracting Officer (CO) will issue a request for proposal (RFP) describing basic requirements for each individual task order (TO). Following review of the Contractor’s TO proposal, the CO will negotiate with the contractor and award an individual TO. The contractor will be required to maintain a response time of 24 hours of an emergency call or have a representative available to respond to an emergency request at MAFB. The contractor would also be required to facilitate receipt of each RFP and provide other services as described in Section 3.0, Performance Capabilities.

Indian Health Service Nationwide IDIQ

The Indian Health Service is divided into twelve physical areas of the United States. I.H.S. is responsible for providing direct medical and public health services to members of federally-recognized Native American Tribes and Alaska Native people. I.H.S. is the principle federal health care provider and health advocate for Indian people, with the purpose to raise their health status to the highest possible level. Pro-Mark Services Inc has been awarded over 40 task orders to date through I.H.S. Nationwide. With these task orders Pro-Mark Services Inc has been able to do a wide variety of work including the renovation of the dental clinic at the Rosebud I.H.S. Hospital, the construction of the Belcourt Behavioral Health Addition, the construction of an expansion to the Belcourt Emergency Department, and more. IDIQ awards are usually for a specified number of base years with renewal options for additional years, but these contracts typically do not exceed a total of five years in duration. 

Indian Health Service Billings (IHS) IDIQ

The Billings area Indian Health Service provides Public Health, Environmental Health, Health care services and community-based disease prevention service to more than 70,000 American Indian and Alaska Native people in Montana and Wyoming. These services are delivered through six I.H.S. operated service units. Pro-Mark Services Inc has been awarded over 40 task orders to date. With these task orders Pro-Mark Services Inc has been able to do a wide variety of work including the installation of new flooring, roofing replacements, the fabrication of a CT Scanner Modular Building, bathroom and floor renovations at the Fork Washakie Health Center, and more. IDIQ awards are usually for a specified number of base years with renewal options for additional years, but these contracts typically do not exceed a total of five years in duration. 

Grand Forks AFB MATOC

5/23/2017 - 5/22/2022

Pro-Mark Services have been awarded 17 task order under this IDIQ for a value of approximately $17M. 

The Multiple Award Task Order Contract (MATOC) is an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracting program that supplements the Air Force Civil Engineer’s (CE) in-house capability to perform minor construction, facility repair, and maintenance projects on an as-needed basis for Real Property/Real Property Installed Equipment under the control of Grand Forks Air Force Base, ND and Cavalier Air Force Station, ND. This requirement is primarily concerned with repair/maintenance projects typically ranging from $2,000 to $4,900,000. The contractor shall provide all material, equipment, labor and general conditions to accomplish “non-complex” and/or “simple” design, maintenance, repair, and minor construction projects in an expeditious manner. The construction work includes tasks in various trades such as carpentry, new construction, renovation, HVAC building systems - both new and retrofit, fire protection systems - both sprinkler and other various alarm and controls, overhead and underground utilities, blast and force protection for facilities, site work, barricading, traffic control and free zone delineation, plumbing, electrical, interior and exterior facility renovation and new construction, concrete pavement and walk repair, roofing, asbestos abatement/removal, demolition, concrete masonry, welding, and other assorted repair and maintenance project construction. Design as used in this acquisition means project estimating and preparation of minimal designs.
